He wandered out onto the ledge from the Canadian side. This man was from NY though. He was incoherent after running his casino tab up to $650,000, then he finally realized where he was. I remember watching this on the local tv news at the time, hmm maybe about 8 years ago now. What a rescue that was. They mentioned on the news at the time it was better that it was winter when the flow of the water isn't as strong due to the ice. The fence on the Canadian side isn't as high as one would think.
